As the sun ascends on the morrow, labor recommences at 9 am, adhering to the customary 8-hour workday.
Does this means that lords, merchants, lady and banker can come back to work (govern) before 9 AM and we should strategically manage our time so that the contract/timer keeps running continuously for 8 hrs and dosen't finish in between of governing time OR we can govern (start a contract) at any time in a day for 24 hrs and it will work fine even if the contract/timer finishes in between 8 working hrs of governing.
